What if my balance is smaller than the cheapest in-app item?

Then the plan will overshoot slightly. The plan review screen shows the exact overage before you confirm, so you can decide whether it is worth it.

This happens when you have something like 3 or 4 cents left. The smallest tier inside Zero Balance is still bigger than that, so the plan will overshoot. Importantly, the plan-review screen tells you the exact overage in your local currency before you confirm anything. If paying a few cents extra to finally zero out the account is worth it to you (for example, to unlock changing your Apple ID country), continue. If not, just leave it - the balance does not expire.
