Pre-orders are blocking my Apple ID country change - how to find and cancel them

Apple will not switch your App Store country while you have an active pre-order. Here is exactly where pre-orders hide, how to cancel them, and the propagation delay you need to wait out before retrying.

The short version

Apple will not switch your App Store country while you have any active pre-order, because the future charge cannot cross regions. Find them at Settings > [your name] > Media & Purchases > View Account > Subscriptions, or on the web at reportaproblem.apple.com under "Pre-Orders". Cancel each one, wait roughly 24 hours for Apple's region-change checker to refresh, then retry the country change.

Why a pre-order is a country-change blocker

A pre-order is a commitment to a future charge in your current storefront's currency. When Apple changes your App Store country, the storefront flips and the currency changes - which means the pre-order has no valid home anymore. Rather than convert it, refund it, or cancel it automatically, Apple's region-change flow refuses to start until every pre-order is cleared.

This catches people out because pre-orders are easy to forget. An album from a year ago that never released. A pre-ordered game from launch hype that you have not thought about in months. An iCloud+ plan upgrade scheduled to start next renewal. All of them count, and all of them block.

The error message Apple shows is usually something vague like "Cannot change country at this time" or "Please resolve all outstanding items first". It rarely names the pre-order specifically, which is why so many people end up cancelling subscriptions and clearing balance, only to still be stuck.

Where pre-orders actually live in the UI

Apple buries pre-orders in two places, and you usually have to check both.

On iPhone: Settings > [your name] > Media & Purchases > View Account (authenticate). Scroll past Subscriptions and you will see "Pre-Orders" if any are active. If the section does not appear at all, you have no active pre-orders on this account.

On the web: account.apple.com > Sign In > scroll to Subscriptions, but the more reliable view is reportaproblem.apple.com. Sign in there, change the filter at the top to "Apps" or "All", and you will see a list with status tags. Anything tagged "Pre-Order" with a future expected delivery date is what is blocking you.

In iTunes on Windows or in macOS Music/TV: Account > View My Account > scroll to "Settings" > "Manage Pre-Orders". This view is older but sometimes shows pre-orders the iPhone screen missed.

If you are sure you have no pre-orders but the country change still fails on "outstanding items", check Family Sharing - a pre-order on a member's account that uses your card as the family payer can count against you.

How to actually cancel one

On iPhone the flow is: Settings > [your name] > Media & Purchases > View Account > Pre-Orders > tap the item > Cancel Pre-Order. Apple shows a confirmation; tap again to confirm. The item disappears from the list immediately. No money was charged (pre-orders only charge at release), so there is nothing to refund.

On the web: reportaproblem.apple.com > Pre-Orders section > Report a problem on the pre-ordered item > pick "Cancel pre-order" as the reason. This is slower (sometimes 30 minutes to clear) but works for items that the iPhone UI refuses to cancel.

For pre-orders that look stuck - cancel button does not respond, or the item reappears after cancellation - call Apple iTunes Store support directly. They can force-clear pre-orders that the user-facing UI cannot.

The hidden case: pre-order on a family member

If you are the Family Sharing organizer (the family payer), any pre-order placed by a family member is billed to your card and counts as your outstanding commitment. Apple's country-change check looks at the organizer's aggregate financial state, not just your own purchases.

This is the case most people miss. They cancel everything on their own account, run the change, and get the same generic blocker. Then their teenager remembers a game pre-order from three months ago.

To audit: have each family member open Settings > Media & Purchases > View Account > Pre-Orders on their own device, then report any active ones. Alternatively, the organizer can go to Settings > Family > [member name] to see purchase history, but pre-orders specifically only show on the member's own device. There is no single screen that lists every family pre-order in one place.

If a family member is uncontactable (an estranged teen, an old shared-iCloud kid account), you may have to call Apple support to confirm and clear from their end.

After cancellation - the propagation delay nobody warns you about

Even after you have cancelled every pre-order, the region-change check does not refresh instantly. Apple's backend takes roughly 12 to 24 hours to reconcile the cancellation across the systems that gate the country switch.

You will see this as "I cancelled everything, retried immediately, and got the same error". The pre-order list shows empty, your subscriptions are clean, your balance is zero, but the change still fails. The cause is just propagation lag.

The workaround is to wait. Cancel late in the day, retry the next morning. If 24 hours later it still fails, that is your signal that there is another blocker - a family member's pre-order, a pending refund, an active subscription you did not catch, or a non-zero balance. Run through the country-change checklist again, because at that point pre-orders are no longer the cause.

Questions I see a lot

I cancelled my pre-order but it still appears in the list - what now?

Force-quit Settings (or sign out and back in on the web), then check again. If it still shows after 30 minutes, the cancellation hit a snag on Apple's side. Contact iTunes Store support and ask them to force-clear it - they have a tool the user UI does not expose.

Does cancelling a pre-order refund me?

There is nothing to refund. Pre-orders only charge at release, not at the time of pre-ordering. The exception is an album that has already been partially delivered (some tracks released early); in that case the partial cost is refunded automatically.

Will the pre-order be available again in the new country?

Sometimes. App and game pre-orders are usually region-bound and may not appear at all in another storefront. Album pre-orders generally do reappear in most regions. You will have to re-pre-order in the new country if you still want it.

I cancelled everything but the country change still fails. What did I miss?

The four other common blockers: non-zero Apple Account balance, active subscription, pending refund, and being a Family Sharing organizer with active member purchases. Work through the country-change checklist; one of these is almost always the actual cause.

Can I keep a pre-order across a country change?

No. Apple does not transfer pre-orders between storefronts. You must cancel before the change and re-pre-order in the new country if available.
